Japan Travel Update — November 2026

Japan Travel Update — November 2026

November 2026 brings a major change to tax-free shopping in Japan, a one-day disruption to Narita Express connections, new identity checks at a popular Pokémon attraction, and booking decisions for winter events. Autumn leaves are also becoming a bigger part of travel planning, although their timing varies by destination.

This is a practical briefing for travel in November and the months ahead—not a recap of every October headline. It brings together changes that affect what you should carry, which train to book, and when to reserve a limited-capacity experience.

Information basis: Official and operator information reviewed October 31, 2026 (Japan time). Future openings, train services, forecasts, and ticket inventory can change. Follow the linked operator pages for your actual travel date.

1. Japan Changes Tax-Free Shopping on November 1

The Update

For qualifying purchases made from November 1, 2026, eligible visitors will pay the tax-inclusive price in a participating tax-free shop. The equivalent of consumption tax will be refunded after the departure customs confirmation shows that the goods are being taken out of Japan. Purchases made through October 31 follow the earlier purchase-time exemption rules, even if you fly home in November.

Why Travelers Should Care

You need enough money to pay the full price at the store and time at your departure airport or seaport for the customs process. If your tax-free purchases will go in checked baggage, complete the required procedure before you check that bag; you may need to show the actual goods. Refund payment methods depend on the shop or its refund provider.

What You Should Do

  • Ask the shop which refund method it uses and keep its instructions with your purchase details.
  • Keep tax-free purchases available for inspection; food, cosmetics, or other consumables used in Japan may not qualify for the refund.
  • Plan the customs step before bag drop, and allow extra departure time rather than assuming the refund is an immediate airport cash payment.

2. Narita Express and Yokosuka Line Changes on November 7

The Update

JR East has scheduled all-day tunnel work between Tokyo and Shinagawa on Saturday, November 7. Yokosuka Line and Sobu Rapid Line through service will be interrupted between these stations that day. Narita Express trains will operate to and from Tokyo rather than continuing to Shinjuku or Ofuna throughout November 7. The affected Narita Express period extends from about 7:40 p.m. on November 6 to about 8:00 a.m. on November 8 (Tokyo Station times), although some trains on November 6 and 8 still run normally. Check the operator’s train-by-train list.

Why Travelers Should Care

Narita Airport is not closed, and the Narita Express is not canceled on its entire route. The practical issue is the onward part of the journey: a ticket or airport-transfer plan that assumes a direct train to Shinjuku, Yokohama, or Ofuna may no longer work as expected.

What You Should Do

  • If you are flying into or out of Narita on the evening of November 6, throughout November 7, or early on November 8, check the exact Narita Express train and its terminus, not just the usual route map.
  • For a journey between Tokyo and Shinagawa, use the alternative JR routes identified by JR East; allow extra time for changing trains with luggage.
  • Do not assume that another operator will accept your JR ticket as a free substitute; JR East says there is no transfer arrangement with other railway operators for this work.

3. Other November Rail Changes: Sawara–Choshi and the Koumi Line

The Update

On November 10, 11, and 12, JR East plans to cancel selected daytime Narita Line trains between Sawara and Choshi, approximately 9:10 a.m. to 3 p.m., because of construction. Replacement buses are announced for that section, but road conditions may prevent some connections. This is a regional route toward Choshi, not the Narita Express airport service described above.

In the mountains of central Japan, JR East also reports a rockfall-related suspension between Koumi and Nobeyama, with reduced or canceled services on neighboring Koumi Line sections expected into mid-November and no replacement buses. The sightseeing HIGH RAIL service is suspended for the time being. Separate planned daytime work on November 17–19 affects the Kobuchizawa–Koumi section, also without replacement buses.

Why Travelers Should Care

These are route-specific problems rather than a nationwide rail shutdown. They matter if you plan a day trip to Choshi or a scenic railway journey near Nobeyama, Kiyosato, or Kobuchizawa. A map suggesting a connection is not evidence that a train or replacement bus is running.

What You Should Do

  • Check Sawara–Choshi train and replacement-bus times before visiting the Choshi area on November 10–12.
  • Do not build a Koumi Line sightseeing day around HIGH RAIL or a through-journey unless JR East confirms service for your date.

4. PokéPark KANTO Starts Identity Checks on November 1

The Update

From November 1, 2026, PokéPark KANTO plans to check the identity of ticket holders at admission. The attraction is inside Yomiuriland in the Tokyo area. Visitors using its overseas ticket store are instructed to bring the original passport linked to their booking; a copy is not enough.

Why Travelers Should Care

A valid ticket alone may not be sufficient if the name or passport information registered for admission does not match your document. The overseas and Japanese domestic purchase routes also have different account and ID requirements, so booking through a Japanese-language page does not automatically make it the best option for an overseas visitor.

What You Should Do

  • Use the official overseas booking route if you live outside Japan, and follow its identity-registration instructions.
  • Check every traveler’s registered passport information before completing the application or purchase.
  • Carry original passports for ticket-holding children as well as adults when required by the overseas ticket conditions.

5. Autumn Foliage: Check Local Colors Before Changing Plans

The Update

The Japan Weather Association’s October 28 forecast expects the 2026 autumn foliage season to be broadly around the usual time or later, with eastern and western Japan moving into more viewing opportunities during November. But a forecast for a city or region does not establish the color stage at a particular garden, temple, or mountain.

Why Travelers Should Care

Tokyo, Kyoto, Osaka, and nearby day-trip areas do not reach their best color on the same day. Higher sites may be past peak while a city garden is still changing. Kyoto’s official Autumn Leaves Calendar began publishing 2026 observations on October 30; those dated spot reports are more useful for choosing this week’s destination than a fixed historical average.

What You Should Do

  • Keep your main hotel and intercity travel plans unless you have a stronger reason to change them than a small forecast shift.
  • Near your visit date, compare dated observations for the specific places you want to see.
  • For popular Kyoto temples, check opening hours, nighttime admission, and the journey home rather than assuming every autumn illumination is included in ordinary admission.

Our 2026 foliage forecast and local-report guide explains how to read the 2026 forecasts; the Japan in November guide covers weather, clothing, and the main city itinerary.

6. Miyajima Ropeway Asks for Reservations on Selected November Dates

The Update

Miyajima Ropeway, which takes visitors toward Mount Misen above Miyajima Island near Hiroshima, asks visitors to make advance boarding reservations for November 1, 7, 8, 14, 15, 21, 22, 23, 28, and 29, 2026. These are designated high-demand dates; the operator does not apply the advance-reservation request to every November day.

Why Travelers Should Care

A Miyajima day trip can already involve a train, ferry, walking, and time at Itsukushima Shrine. If the ropeway is important to your plan, arriving without checking the designated-day booking system could mean limited choices or a longer wait, leaving less time for other stops.

What You Should Do

  • Check whether your exact date appears on the ropeway’s designated-day calendar.
  • Use the official boarding-reservation site in advance for a designated date. An English-language option is available; check the separate ticket and boarding instructions too.
  • Allow for weather-related suspension, and leave a route back to the ferry in your schedule.

Official Information

7. Tokyo Disney Christmas Begins November 11

The Update

Tokyo Disneyland and Tokyo DisneySea are scheduled to run their 2026 Christmas programs from November 11 through December 25. Disneyland has a Christmas parade and other seasonal entertainment; DisneySea offers its own harbor greeting, music, and decorations.

Why Travelers Should Care

The right park depends on how much your group values Christmas entertainment versus the park’s usual attractions. You need separate park admission for the park you choose; one day in the Tokyo area does not automatically give enough time to see both Christmas programs.

What You Should Do

If Christmas entertainment is your main priority and you have one park day, compare Disneyland’s parade program with DisneySea’s shorter harbor show before buying. Our Tokyo Disneyland vs. DisneySea Christmas guide helps you choose without assuming that the same park is best for every family or couple.

8. Three November Ticket Dates for Winter Trips

The Update

Several limited-capacity events taking place in December or January have purchase or application dates in November. Their importance lies in the booking window, not in the event being held this month.

  • November 4, around 9 p.m. JST — USJ Countdown 2027: General sales are scheduled only if tickets remain. The December 31–January 1 event requires a special Party Pass, not an ordinary admission ticket. USJ Countdown ticket guide explains the Japanese presale restrictions and the official general-sale route.
  • November 5, noon–November 26, 11:59 p.m. JST — Tokyo Skytree First Sunrise: The January 1, 2027 special opening uses a lottery for its direct ticket allocation. Submitting an entry does not reserve a place. Overseas phone-number and payment-card acceptance on the event application has not been verified. See Tokyo Skytree first-sunrise ticket guide.
  • November 10, 2 p.m. JST — Ghibli Park January tickets: Tickets for January 2027 visits are scheduled to go on sale. Choose your park date and pass type first, and use the appropriate official sales route for overseas visitors. See Ghibli Park January ticket guide.

Why Travelers Should Care

These events can affect the rest of a trip: an early New Year’s sunrise requires an overnight transportation plan, a theme-park countdown changes where you may want to stay, and Ghibli Park tickets can dictate which day you spend near Nagoya. A ticket application, presale registration, or waitlist is not the same as confirmed entry.

What You Should Do

Check the official sale or application page before arranging nonrefundable travel specifically for one event. Confirm the language, residency, phone-number, and payment requirements for your own booking route rather than assuming that every domestic sales channel is usable from overseas.

9. Kurobe Gorge Railway Plans Limited December 1–6 Service

The Update

Kurobe Gorge Railway in Toyama Prefecture plans extra passenger-service days from December 1 through December 6, 2026, on the Unazuki–Sasadaira return route—not the full gorge line. Advance reservations opened by telephone on October 20. The operator also says same-day tickets will be prepared.

Why Travelers Should Care

This adds an early-winter option for a Hokuriku itinerary, but advance reservations are telephone-only, and weather may change the operating period. Same-day tickets should not be treated as guaranteed availability.

What You Should Do

If this excursion is central to your trip, verify the limited operating section, current availability, telephone-booking conditions, and weather before making nonrefundable travel arrangements. Check the official operator notice for details.

November Travel Checklist

  • Before November 1: Read the tax-free refund procedure if your trip includes shopping, and check PokéPark KANTO identity rules if you have tickets.
  • November 6 evening–8 morning: Recheck individual Narita Express trains (all-day impact on November 7; some trains on November 6 and 8) and allow extra transfer time at Tokyo.
  • November 10–12 and 17–19: Check the exact JR East regional section if your journey uses the Narita Line toward Choshi or the Koumi Line.
  • Throughout November: Use dated local foliage reports; carry a warmer layer for evenings and mountain travel.
  • November 3 and 23: These are Japanese national holidays. November 21–23 forms a three-day weekend, so allow for busy popular destinations and book time-sensitive transport if your plan is fixed.
  • For December–January: Note November 4 (USJ), November 5–26 (Skytree lottery), and November 10 (Ghibli Park) before reserving a trip around those events.
  • For JR East: Eki-net Q-Ticket coverage is scheduled to expand from November 1, but the product has separate app and ticket-combination rules. For an ordinary Suica and Shinkansen trip, switching ticket products may not make travel simpler. Check JR East’s official Q-Ticket conditions (Japanese).
  • For Kyushu: Use the actively maintained current Kyushu rail and recovery-discount guide for the latest earthquake-recovery rail details and discount-booking restrictions.

Frequently Asked Questions

Does tax-free shopping in Japan end on November 1, 2026?

No. Eligible tax-free shopping remains possible, but for qualifying purchases made from November 1, you pay the tax-inclusive price first. The consumption-tax equivalent is refunded after the required departure customs confirmation.

Is the Narita Express canceled on November 7?

No. On November 7, Narita Express trains run between Narita Airport and Tokyo rather than continuing to Shinjuku or Ofuna. Selected trains on the evening of November 6 and morning of November 8 also lose those onward sections. Check the exact train and departure date.

Does the November 10–12 Narita Line work close Narita Airport trains?

The announced cancellations concern selected daytime trains between Sawara and Choshi, a regional section of the Narita Line. That is different from the Narita Express changes around November 7. Check the service name and destination on your own ticket.

Do I need my passport for PokéPark KANTO?

If you booked through the official overseas ticket route, bring the original passport linked to the booking, including for ticket-holding children as required by that route. The park begins identity checks on November 1.

Will Kyoto have peak autumn leaves throughout November?

No single date or color stage covers all of Kyoto. Timing varies by location and elevation. Use the official 2026 Autumn Leaves Calendar and recent observations to choose the sites that best fit your travel dates.

Can I reserve the December Kurobe Gorge Railway extension online?

Advance reservations for the December 1–6 Unazuki–Sasadaira extension are handled by telephone, not through online booking. The operator also plans to offer same-day tickets, subject to availability and operating conditions.
