Japan will change how tax-free shopping works for international visitors on November 1, 2026.

For purchases made from that date, eligible travelers will pay the tax-inclusive price at the store first. The amount equivalent to the consumption tax will be refunded after Customs confirms that the goods are being taken out of Japan.

If you are visiting Japan this autumn or later and plan to shop tax-free, the purchase date will determine which system applies.

What Changes on November 1

Japan’s current tax-free shopping system remains in place for purchases made through October 31, 2026.

From November 1, Japan will switch to what the government calls the Refund Method.

  • Through October 31: Eligible travelers generally receive the consumption-tax exemption when purchasing qualifying goods.
  • From November 1: Eligible travelers pay the tax-inclusive price first, complete the required customs confirmation when leaving Japan, and receive the amount equivalent to the consumption tax afterward.

The new system does not end tax-free shopping in Japan. It changes when and how you receive the tax benefit.

Why Travelers Should Care

The biggest practical change is that tax-free shopping will include a departure procedure before baggage check-in.

To receive the refund, Customs must confirm that you are taking the tax-free goods out of Japan when you depart, within 90 days of the purchase date.

If your tax-free purchases are going into checked luggage, complete the tax-free procedure before handing that luggage to the airline. Once baggage has been checked in, it cannot be retrieved simply so you can show the purchases to Customs.

The refund is provided by the tax-free shop or a refund service provider used by the shop. Refund methods can therefore vary by retailer, so check the instructions when you make the purchase rather than assuming you will receive cash at the airport.

What You Should Do

If you plan to shop tax-free in Japan on or after November 1:

  1. Expect to pay the tax-inclusive price at the store.
  2. Check how the store will return your refund after customs confirmation.
  3. Keep your tax-free purchases accessible until the departure procedure is complete.
  4. Complete the tax-free procedure before checking luggage that contains those purchases.
  5. Allow extra time at the airport or seaport in case Customs needs to inspect the goods.

If Your Trip Crosses November 1

The purchase date determines which system applies.
